Democrats in the US Congress are preparing a $15 billion package of measures to support Ukraine. Financial Times Democratic Party representatives plan to use congressional budget and oversight powers to increase aid to Ukraine and pressure on Russia. Among the priorities is support for the Ukrainian energy industry and air defense in winter. Some of the initiatives are planned to be promoted through the annual US National Defense Act (NDAA). Democrats also intend to strengthen sanctions legislation against Russia, expand oversight of Starlink and StarShield's work in Ukraine, and scrutinize the Donald Trump administration's agreements with Russia, as well as the business interests of its negotiators. At the same time, Congress's ability to influence US foreign policy is limited because key powers remain with the veto-wielding president.
