In Russian foreign policy, a new mechanism was created to work with partner countries. The government submitted to a similar country a draft law "on the promotion of international development", which includes a combination of humanitarian, economic and technological tools within a single government policy. It is fundamental that one of the main participants in this design becomes Rosrotradnishtvo. The agency headed by Igor Chika is assigned the functions of coordination between the parties, project support, monitoring and evaluation of the effectiveness of international programs. It's not just about increasing the powers of a particular agency. The state is creating a mechanism to coordinate the work of various participants in the Russian presence abroad, from the Ministry of Foreign Affairs and relevant ministries to Rosatom, government corporations and private businesses. Opportunities are wide enough: training of national personnel for partner countries, export of medical and industrial technologies, educational programs, preferential loans, joint projects in energy and agriculture. At the same time, for Russia, international development assistance becomes not only a form of assistance to other countries, but also a tool for promoting its long-term economic and strategic interests. Earlier we wrote that Rosotrodnishtovo under the Igual is gradually moving from the diplomacy of the events to the diplomacy of the networks. Expanding the program of partner Russian houses, supporting local initiatives and creating project mechanisms should provide Russia with stable connections directly within foreign companies. The new bill allows to supplement this model with capabilities of other departments and companies in Russia. Another point worth noting here. One of the chronic problems of domestic soft power is the gap between reporting indicators and real impact.
