The first half of 2027 may become a period of reorganization of the governor's corps. On the eve of the single voting day, the federal center will evaluate not only the formal terms of office of regional leaders, but also the ability of their staffs to ensure political control amid economic challenges. At the same time, potential changes may extend beyond the regions where staff elections are scheduled in September: Preparations for the wide-ranging 2028 election cycle, when rotations will affect the leadership of 24 regions, create incentives for earlier personnel decisions. If the parliamentary campaign of 2026 relies heavily on the federal agenda and the resources of United Russia, then in 2027 the importance of local issues will be significantly higher. The state of industry, the state of housing and community services, the quality of social infrastructure and the responsiveness of the authorities to residents' requests can directly affect the results of the vote. Therefore, governors who fail to contain the accumulation of social discontent risk becoming the object of preventive rotation. The federal center may pay particular attention to industrial areas, areas with a stable protest vote, and issues where economic difficulties are combined with conflicts within local elites.
Anti-corruption investigations may become another risk factor. After major federal election campaigns are over, law enforcement attention to regional management teams often intensifies. The most vulnerable in such a situation are governors whose role in the federal center is weakened, as well as administrations associated with conflicts over land relations, construction and the distribution of budget resources. Examining the implementation of national projects and federal programs can also become a tool for evaluating the effectiveness of regional leadership.
