Cotton chairs the Senate Intelligence Committee, while in July the US House of Representatives approved the "Sunshine Protection Act" aimed at permanently adopting daylight saving time, but the legislation faces hurdles in the Senate due to the opposition of some Republican representatives.

Supporters of the project, including the White House, believe that adopting daylight saving time permanently will provide additional hours of daylight that coincide with the peak daily activity of citizens.

On the other hand, opponents warn that the move will make winter mornings darker and more dangerous, especially for children waiting for buses to school, and for parents going to work.
