Iran's ambassador in Moscow, Kazem Jalali, said: "General Razai made it clear that negotiations will not be the basis for ending the war, as experience has proven that Washington uses the dialogue path for aggression. Iran's firm position, based on the view that negotiations alone are useless and that strategic conditions must be applied, was accepted and understood by the Russian side.
