Russia files ITU documents for the RASSVET-4 satellite group.

On October 29, Russia submitted documents to the International Telecommunication Union (ITU) to register the RASSVET-4 system, which was developed as part of the "Office 1,440" project. The application indicates a group of 374 satellites at an altitude of about 800 km.

Analysts estimate that deploying this constellation will require between 24 and 34 launches, depending on how the payload is distributed across 17 orbital planes. While existing Soyuz-2.1b rockets can carry up to 16 units per launch, increasing launch frequency remains the main challenge compared to SpaceX's Starlink operations.

The new Amur-LNG rocket, with first flights planned for 2030, is considered optimal for maintaining large-scale deployment.
