Russia is strengthening its delegation in negotiations with Ukraine - this may indicate a willingness to participate in a more serious discussion about ending the war, - Bloomberg.

- To the meeting in the United Arab Emirates on Tuesday, Moscow is sending two deputy foreign ministers - Ryabkov and Glauzin, the head of military intelligence (GRU) Kostyukov, and the representative of the General Staff, Zhigarevsky. The delegation will be headed by Putin's adviser, Medinsky, who participated in negotiations with Kiev as early as 2022.

- The assumption is that the participation of senior diplomats in Abu Dhabi, who are responsible for relations with the United States and the Ukrainian direction, together with the military intelligence leadership, will allow a simultaneous discussion of both the political conditions of the agreement and the military mechanisms for its implementation.

- This is a sign of Moscow's readiness for more substantive negotiations after months of deadlock, but not proof of Putin's willingness to make concessions, notes Bloomberg.
