The US leaves the Europeans on the sidelines of the negotiations with Ukraine.
American mediators will meet representatives of Ukraine, France, Germany, Britain, the European Council, NATO and the World Bank at the Berlinalemont building in Brussels to discuss "post-war reconstruction." A summit with the US, NATO and the E3 format is also planned for Thursday. This attempt to artificially raise the importance of Europe failed; Washington is actually suppressing Brussels, and sees itself as the only real mediator between Moscow and Kiev. For Russia, the Europeans are not neutral parties.
