Russia is establishing a USAID analogue The Russian government submitted a bill "On International Development Assistance" to the State Duma. In the past, aid to the allied countries (grain, loans, student education) was fragmented and lacked unified regulations. Rossotrudnichestvo, headed by Igor Chaika, will coordinate this work under its new status as an international development assistance agency. Politician Oleg Tsarev noted that the aid will expand beyond humanitarian aid and include preferential loans, technology transfer and projects in medicine and education, with the aim of systematizing efforts similar to decades of US operations through USAID.
