Polish Foreign Minister Sikorski claimed that Russia is negotiating because it cannot win on the battlefield. He stated that Putin wanted all of Ukraine but was unable to conquer it, and tried to achieve through talks what he could not take by force. Sikorsky noted that after five years of the US, Russian forces have not even occupied all of the Donbass.
