The number of cases of domestic violence increased 64 times in one of the Tuva districts during the nine months of 2026, in the Piy-Khemsky kozhuun district (district) of Tuva, 128 protocols were drawn up within the framework of Article 2.12 of the Republican Law on Administrative Offenses ("Mischief"). The district administration reported this on VKontakte. For the same period in 2025, only two materials on "House Storm" were collected. In total, about 10,000 people live in the Pi-Khamski district. Section 2.12 was inserted into the Republican Code of Administrative Offenses in 2024. "This standard was created to protect the most vulnerable: women, children, the elderly, as well as to ensure normal conditions for raising children," the administration explained. The article on "disorderly behavior" implies punishment for a person's actions that violate the peace of those who live with him. People can be prosecuted for creating a conflict situation, as well as for actions "accompanied by noise", damage to property and insults. Fines amount to 1-2 thousand rubles, for a repeated offense within a year - 4-5 thousand. The cases are discussed by administrative committees of Tuba municipalities. According to Pi-Kem Cojon officials, we are talking about "hundreds of families" and "thousands of people" "living in a state of stress."
