The Ministry of Digital Services of Russia proposes to transfer all traffic from foreign domains through the TSPU ("Technical Means of Prevention of Threats", with the help of which the Russian authorities block unwanted websites), Forbes learned. Such changes may be included in the Law on the Reform of the Communications Industry. It is assumed that the ministry will get the right to limit foreign traffic for Russian Internet users, over a certain limit, the size of which has not yet been determined, the newspaper writes, citing two sources. In 2023, the head of Rozkommander Andrei Lipov said that the Russian sector of the Internet is fully equipped with TSP. In 2027-2029, almost 60 billion rubles from the federal budget will be allocated for the operation of a system of blocking Internet resources. Introducing a limit on international Internet traffic, according to the surveyed experts, could disrupt network connectivity in Russia. Foreign Traffic is not just a VPN. Updated foreign addresses Android and iOS, app stores, Telegram, games and other resources. Furthermore, the TSPU cannot restrict a particular subscriber. "In order to "hold out" above the limit of this particular person, the operator will have to transfer to Roscom in real time, the registry at which moment the address and the port are," says the global technical expert, Forbes.
