The Ministry of Higher Education and Scientific Research clarified that the student, Ali Mustafa Al-Mohammed, is administratively identified with the Syrian Ministry of Culture, and that what was received regarding him was a dispatch request submitted by the Ministry of Culture on 18.10.2026, along with the relevant documents.
The Ministry confirmed that it handled the request in accordance with the approved legal and administrative procedures and procedures, and referred it to the delegation committee authorized in the General Secretariat of the Presidency of the Republic which will discuss it and make a decision according to its powers.
The Ministry clarified that the acceptance of the student to the College of Political Sciences was not given by its decision, and that its role is limited to receiving the representation request and referring it to the competent authority, without making any decision to accept or grant an exception, since the decision on the request rests solely with the competent representation committee. The office stated that the allegations and problems contained in the video clips published by the student and distributed on social networks are not related to his procedures or the handling mechanism of the delegation request, which was handled in accordance with the approved legal and administrative procedures.
The ministry emphasized the correctness of the measures taken in this case and its commitment to the applicable laws and regulations, within the limits of its powers and responsibilities.
The ministry explained that these clarifications come to put public opinion ahead of the facts, and to clarify the limits of responsibility of the ministry and the authorized authorities in deciding on the delegation's request, to prevent confusion or to hold them responsible for decisions that are not within their authority.
