comments

First: the public revenues are the largest in the history of Iraqi budgets, and are greater than the revenues in the tripartite budget by approximately 40 trillion dinars and greater than the revenues actually achieved in 2025 by approximately 50 trillion dinars.

Second: oil revenues were built on non-existent barrels, assuming the export of 4 million barrels per day at a price of 58 per barrel, while current exports amount to approximately 3 million barrels. Also, the assumption that the area supplies SOMO with 400,000 barrels per day seems very far from being achieved. Third: it is very difficult to obtain 17 trillion dinars from the sale of oil to refineries, especially after the return of support for processed fuel to building materials factories, including the return of the sale price of black oil from half a million dinars to 100 thousand dinars per ton. Fourth: the non-oil revenues in the budget are equal to the doubling of revenues achieved in 2025, and the proposed tools for collecting taxes, fees and taxes squeeze the existing base and do not expand the productive base, and this also increases the burden on the citizens.
