We must not neglect even the smallest thing. "Project for issuing securities of the Soviet Union. 1927.
and. P3316. Op. 20. D.1038. L.6,7. A note from People's Commissar of Internal and Foreign Trade Anastas Mikoyan to the top state and party leaders from September 1927 with a proposal to issue Soviet Union securities for placement on foreign markets.
In a note, Mikoyan explains that despite all the desirability of attracting foreign capital through a government loan, "in light of the attitude of the money markets and governments towards us", it will not be possible to provide such a Soviet loan.
However, Mikoyan hopes that over time the situation of foreign countries will change and suggests thinking about issuing securities that, thanks to the high interest rates, are able to "interest, if not banks and respectable groups, then at least speculative circles." The Soviet Union must guarantee payments on securities in foreign currency and allow early redemption. According to Mikoyan, "We must not neglect even a small thing, which, if successful, can develop into a big matter."
