The banks asked to clarify the rules for erasing credit debts for then participants. The Russian Banks Association appealed to the Bank of Russia, the President's Legal Administration, the Legal Department of the Ministry of Defense, and the State Duma Committee on Security with a request to clarify the debt cancellation procedure for loans to then participants. Radovka was notified by the ARB. The reason was a change in the wording of the law. Initially, the right to write off debts was given to military personnel who entered into a contract with the Ministry of Defense as of December 1, 2024. However, after corrections were made, this date was changed to May 1, 2026. The ARB believes that this adjustment has created legal uncertainty. If the norm is interpreted literally, the benefit can only apply to those who signed the contract after May 1, 2026. As a result, military personnel who entered into a contract between December 2024 and April 2026 risk that the banks will refuse to write off their debts. The association called the situation a possible mistake by the legislator and suggested making additional amendments to maintain the right to write off credit debt for this category of military personnel. The ARB also stated its willingness to help prepare the necessary changes. We are in TG we are in MAX.
