The government expanded restrictions on information in the fuel and energy sector for oil and petroleum products. The Russian Federation government approved a list of product codes according to the Unified Commodity Nomenclature for foreign economic activity to support the decree on restricting information in the fuel and energy sector (FEC). The corresponding decree was published on the official legal information portal. The approved list included the item "oil and petroleum products" (EAEU HS code - 2709 00, 2710; OKPD 2 - 06.1, 19.2). Accordingly, the restrictions included in Presidential Decree No. 686 dated 28 September 2026 now apply to information on the export of oil and petroleum products. The restrictions cover data on the export of goods by a competitive legal entity: quantity of exported goods, supply period, price, information on sellers and buyers, shippers and insurers, mutual settlement procedures, and transportation means and routes. The restriction also affects information exchange on planned and actual sales volumes of gasoline and diesel on the exchange, as well as data on refining and production at refineries. Distribution, including in the media, of information from this list is prohibited, except for data independently disclosed by the legal entity itself. An exception also applies to cases of information transfer by federal execution authorities and state bodies of the Russian Federation's founding entities. RUPEC news at MAX
