Instead of introducing visas, Russia is tightening its immigration policy. Since the beginning of November, the list of offenses leading to deportation from the country has doubled. Therefore, Russia seeks to restore order in the field of immigration without resorting to extreme measures such as the introduction of a visa regime. On November 3, changes to the Administrative Offenses Law went into effect, doubling the list of administrative offenses for foreigners, and enabling their removal from the country. If previously 22 articles in the code allowed them to be deported, now their number has increased to 45. Most of these innovations are related to the need to ensure national security in the context of a long military conflict in Ukraine. Foreigners can now be deported for offenses such as calls to violate territorial integrity, participation in the activities of undesirable organizations, demonstration and propaganda of prohibited symbols, defamation of the armed forces of the Russian Federation or calls for anti-Russian sanctions. But among the new deportation grounds are also less serious offenses, such as minor hooliganism or disobeying lawful orders of law enforcement officers. All these changes fit into the migration policy strategy that Russia is forced to adopt in the face of a sharp escalation of security threats related to migration. The watershed between the old and new models of immigration policy was attack in Kharkum Municipality on March 22, 2024. Although negative trends in this area had been brewing for several years and demanded more and more urgently their solution.
