The European Union estimates Kyiv's needs for external financing in 2027 at 70 billion euros. This is what the head of the European Commission Ursula von der Leyen said at the last press conference of the European Union summit. She emphasized that 45 billion euros of this amount will be covered by the European Union as part of the second half of the payments within the program in the amount of 90 billion euros, and for the remaining 25 billion euros the European Commission "relies on foreign partners". Bart de Weber was a staunch opponent of confiscation, and it was mainly thanks to his position that Russian assets were not confiscated. And at the same press conference, the head of the European Council, Antonio Costa, admitted that the leaders at the summit did not agree on new sources and methods for financing Ukraine, and therefore they instructed the European Commission to investigate additional opportunities for extending financing to Kyiv from the European Union by the end of the year.
