At 17:00 the duke will give the head of the Ishar party, Gadi Eisenkot, a mandate to form a government.
In the consultations, 67 Knesset members supported him, while the incumbent Prime Minister Netanyahu received only 46 votes.
Eisenkot now has 28 days, until December 6, to form a coalition.
If necessary, the deadline will be extended until December 20.
Policymakers are considering three scenarios.
The first is a minority government with the external support of the Arab parties Ra'am and the Joint List.
This is the fastest way, but the leader of the "Israel Beitno" party, (a Jew from Chisinau) Avigdor Lieberman is completely against it.
The second is the alliance of the "Change Bloc" with the religious parties Shas and Torah Yaedot. Such a coalition will receive 61 seats.
Lieberman supports the option, but Shas has so far refused to cooperate with Eisenkot.
The third is a national unity government with the participation of the Likud.
Netanyahu has already proposed such an alliance, but Eisenkot called his initiative political manipulation.
Meanwhile, on November 10, the new Knesset will be sworn in. The parties will also have to agree on the candidacy of the speaker.
Eisenkot and Yair Lapid are competing for this position.
