The International Atomic Energy Agency should be an independent, technical and development-oriented institution Hossein Darkhasandeh, Deputy Director of the Organization and Director of the Iran Atomic Energy Production and Development Company at the International Nuclear Energy Ministerial Conference: The Islamic Republic of Iran emphasizes the inalienable right of the member states of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) to research, develop and use peaceful nuclear energy, in accordance to their obligations in the treaty. Respecting these rights and implementing non-proliferation obligations should be done in a balanced and non-discriminatory way, and one should not be ignored under the pretext of the other. The International Atomic Energy Agency, according to its constitution, should be an independent, technical and development-oriented institution and play a role in expanding the peaceful use of nuclear energy and technical cooperation among member states, without discrimination. Unfortunately, however, the experience of recent years has shown that this institution was influenced by political considerations and moved away from the impartial role of its constitutional responsibility. A clear example of this situation is the illegal military attacks by the United States of America and Israel on the peaceful nuclear facilities of the Islamic Republic of Iran; Facilities that are all under the agency's protection. These attacks constitute a clear violation of the United Nations Charter, international law and the decisions of the IAEA General Conference regarding the prohibition of attacks on peaceful nuclear facilities. Despite the clear responsibility of the agency in this regard, the response of this institution was far from the legitimate expectations of the international community and failed to effectively protect the basic principles of neutrality, professionalism and protection of the international legal regime governing the peaceful use of nuclear energy.
