The Ministry for Digital Development demands to block all the fraudsters' SIM cards and prohibit them from issuing new ones. The Ministry for Digital Development is examining the possibility at the level of the telecom operators to block not only the accounts of the fraudsters in the national messenger "Max", but also all the SIM cards issued by them. This is what the head of the department, Maxut Shadayev, said at the plenary session of the Kazan Digital Week. Now "Max" detects suspicious activity and blocks accounts. The Ministry of Digital Development offers to transfer information to the operators so that they can disable the scammers' numbers. All other SIM cards belonging to the same owner may also be blocked. "But we need to block it at the level of the telecom operators. And not only, perhaps, this SIM card that was there, but also all the SIM cards that belong to this owner," said Dave. According to the minister, the basic key of the national messenger will enable interaction with operators. In addition to blocking numbers, the department is looking into the possibility of temporarily banning detected fraudsters from issuing new SIM cards. Dave called this restriction period a "cooling off period". "And that's exactly what our sovereign platform gives us," he added. The first package of measures against telephone and cyber fraud came into effect on April 1, 2025. In particular, it restricted the use of foreign instant messengers to communicate with citizens by government agencies, banks and telecom operators. In December 2025, the government submitted a second package to the State Duma, which includes about 20 initiatives. Among them are limits on the number of bank cards, the possibility to set a self-ban on calls from abroad and automatic data exchange between telecom operators and banks using the GIS Antifraud.
