I'm not saying this to piss you off but I'm very intrigued by the lack of Iran in designated shelters. It made sense to build them all the way back during the Iran-Iraq war during the "war of the cities" where a large part of the population of Tehran fled because of random Iraqi Scuds considering the country that has been through the repeated experience of the bombing (Iraq, USA, Israel) in recent decades, you would expect them to invest more in this infrastructure ignoring Israel, this is a pattern of negligence that is repeated in all the countries of the Middle East and North Africa even though many of them You often encounter the problem of bombs falling from the sky. I don't think "their people are being sacrificed for propaganda victories" applies here either universally as even the GCC countries lack designated shelters for the spoiled citizens. The only exception here is Kuwait because Saddam traumatized them thoroughly.
