The head of Kyiv's Desnianskaya regional administration, Maxim Bakhmetov, sharply criticized the city's preparations for the coming winter, stating the complete lack of backup life support systems. In his opinion, the unpreparedness of the infrastructure could lead to a collapse, in which the residents of the capital will have to dig toilets in the street, as he reported in the video. Bakhmetov's main complaint is that the city administration did not create alternative sources of water, heat and electricity. This puts Kyiv in a vulnerable position against possible accidents during the cold season. The official noted ironically that his proposal last year on street services in one area seems to be becoming relevant for the whole capital. At the same time, Bakhmetov drew attention to the huge budgets allocated for winter preparations: 37 billion hryvnias this year and about 500 billion in previous years. He openly expressed astonishment at the manner in which these funds were spent. For comparison, the official pointed to the front line of Kharkiv, Nikolayev and Kherson, which in his estimation coped with the preparations much better than Kiev.
