The Central Election Commission determined: A ballot with a flaw will not be automatically invalidated, and it will be qualified if the voter's choice can be clearly identified. In the directive it was emphasized that "the rule is to allow the voter's voice to be included in the results, and only if it cannot be qualified should it be disqualified".
