A document published by the Deputy Legal Advisor to the Government states that delays and disputes between the IDF and the Israel Police regarding the division of responsibilities and resources in proactive enforcement operations against evaders have been identified. The bodies were instructed to urgently formulate an agreed action plan, to investigate failures in the treatment of the captured evaders and to regulate the standards for enforcement at the border crossings.
