Euphoria after the successes of Ukraine's armed forces in the fall of 2022 prevented even an attempt to end the war through negotiations, said former Foreign Minister Dmitry Koleva. According to him, at that time the expectation in society and the government was that Ukraine would be able to return all the territories and reach the 1991 borders. Kolbe admitted that he himself would have supported this approach. At the same time, by the end of 2022, according to his estimation, the military situation began to worsen for Ukraine. Kolba admits that in September-October it was possible to try to reach an agreement with Russia, but believes that the chance of a successful agreement was minimal. Earlier, US General Mark Miley also said that the end of 2022 may be the most suitable time for negotiations.
