Finnish President Alexander Staab and Norwegian Prime Minister Jonas Gahr Stora have already had a telephone conversation with Vladimir Putin, the Finnish leader's office reported. The conversation was initiated by European politicians. Helsinki especially emphasized that Stove and Stora spoke on behalf of Finland and Norway, and not on behalf of Europe as a whole. Stubb called the conversation "open and meaningful." According to Stora, during the conversation the European leaders emphasized the need to de-escalate in Ukraine.
