I held a coordination call on the results of the attack and Russia's recovery after the attacks. In tonight's attack, Russia used 36 missiles that approached their targets along a ballistic trajectory. Only four missiles were fired. Unfortunately, there is still a significant shortage of interceptors for Patriot systems, and the United States is in the best position to help address this. At every level, we are looking for ways to speed up shipments and convey the necessary messages to the American side - so that Ukraine will receive the means to protect lives. This is especially important now - not only for the winter, but also for another joint effort with our partners to reinvigorate the negotiations. Russia has a very particular view of diplomacy - as a subtype of aggression. By escalating its attacks on Ukraine and our infrastructure at this very moment, Russia is also trying to lay the groundwork for putting pressure on the position of Ukraine and its partners. We hope that the United States, like our other partners, will act according to principles. Technical assessments are ongoing at sites hit by ballistic missiles. According to preliminary findings, in one of the central energy facilities that were damaged, the Russians used KN-23 missiles manufactured and supplied by North Korea. This is further proof that the global sanctions regimes must be significantly strengthened - against anyone in the world who gives his "services" in the destruction of life. There were detailed briefings on the challenges facing Kyiv. I directed the Minister of the Interior of Ukraine, Ivan Vyevsky, along with all relevant agencies and the Kyiv city administration, to prepare backup and additional transportation routes for Kyiv. Currently, such contingency plans are almost non-existent at the city level. The Prime Minister of Ukraine, Sergei Koretsky, gave detailed briefings on the restoration of the energy facilities and the forces involved. The military also briefed me on the use of electronic warfare, and we defined areas for augmentation. There was also a separate briefing from Ukraine's Foreign Minister Andriy Sibiha. Meetings in the G7 format are being prepared, and Ukraine will be represented. We count on new contributions from European countries to the PURL initiative - there are initial commitments. There will also be new energy support packages for Ukraine, as well as new shipments to support our logistics. Thanks to everyone who helps!
