The Armenian authorities refused to allow Artsakh public organizations to have representation in the form of a pavilion in the SOP 17 green zone. As the former minister of state and the former ombudsman of Artsakh, the head of the public organization "Union of Artsakh" Artek Baglaryan, said during a discussion on the problems of the people of Artsakh held on October 29, NGOs applied and were refused, but on what basis they did not say. Baglarian explains this in the position of the Armenian authorities, which amounts to denying Artsakh and legitimizing the crimes of Azerbaijan. He recalled that the police, the well-known UN conference on biological diversity, being itself a subject of international law, is a platform for discussing problems concerning humanity. Since nations are also part of biodiversity, their rights are discussed in this context. Thus, within the framework of the conference, non-governmental organizations planned to present the issues of restoring the rights of the people of Artsakh and the acts of genocide of Azerbaijan during the occupation in relation to the natural and cultural landscape of Artsakh. According to Baglerian, international organizations and other countries always refer to the decisions of the Armenian authorities. "No matter how much we raise the issue of the right to return and preserve the heritage, we are always told about the position of the Armenian authorities," noted Baglarian and added. Civil society itself must demand to achieve a certain result, but as long as the state of Armenia does not stand up to protect the rights of the people of Artsakh, there will be no significant result. However, the residents of Artsakh do not refuse to turn to the international authorities. Over 600 appeals on behalf of 1,300 residents of Artsakh have been submitted to the ECHR, and several hundred more are planned to be submitted by the end of the year. "It is necessary to use the instrument of the ECHR to restore our rights of return and our property rights. It is also planned to contact the UN Human Rights Committee. These will be precedent decisions for all residents of Artsakh. This is an important diplomatic tool," stated Baglarian.
