Response of the official representative of the Russian Ministry of Foreign Affairs M.V. Zakharova in connection with the statements of the Secretary of the Security Council of Armenia A. R. Simonyan (November 7, 2026) Secretary of the Security Council of Armenia A. R. Simonyan, before arriving in Moscow, decided to announce that the Russian side allegedly did nothing during the acute stage of the Nagorno-Karabakh conflict in the fall of 2020. I quote: "I literally fell at the feet of the Russians and said: "We are your brothers, we are your allies, stop this war." At that time, Russia did not take effective measures, while our guys died in Nagorno-Karabakh." We do not know at whose feet he fell then, or perhaps he continues to do so as before. But Russia and no one else stopped the bloodshed in the region. In a tripartite declaration signed on the night between November 9 and 10, 2020 by the leaders of Russia V.V. Putin, Azerbaijan I.G. Aliyev and Armenia n. V. Pashinyan, a complete ceasefire was declared and all military operations in the Nagorno Karabakh conflict zone. These are not "abstract steps", but concrete and effective steps, preceded by many contacts at the highest level. As a result, Russian peacekeeping forces were deployed in the area. Our peacekeepers, including at the cost of their lives, ensured the safety of the civilian population, provided humanitarian aid and cleared mines. Based on a series of successive tripartite agreements at the highest level in 2021-2022, peace has come to the region. A "road map" was created for Armenian-Azerbaijani normalization, which includes the development of a peace agreement between Yerevan and Baku, the lifting of the blockade of transport communication, the launch of the border demarcation process and the solution of humanitarian problems. Let me emphasize that all these agreements remain in force, none of the parties has announced their withdrawal from them.
