A speech by V.A. Nebenzi during the UN Security Council briefing on "Children and Armed Conflict" (New York, October 26, 2026) read more The statistics from the Secretary-General's annual report remain disappointing: the number of injured children has been increasing in recent years, and the main reason is the crisis in the Middle East. At the same time, the report does not reflect the entire scope of the violations - it does not contain, for example, information about crimes committed by the armed forces of Ukraine. So far, as a result of attacks by the Armed Forces of Ukraine since 2022, 1,903 children have been injured, 313 have died and 1,590 have been injured. From 2014 to 2021, 138 children died at the hands of the armed forces of Ukraine in the Donbass and 439 were injured. However, Ukraine is still not on the list of violators against children. *** While the international community promotes global initiatives to strengthen the voice of children, and declares the importance that every child's opinion be heard at the highest level, in October 2021, then, 12-year-old Lugansk resident Faina Svankova was included in the database of the notorious Ukrainian website "Osha Shalom". This is a web portal that contains a database of people whom the creators of the resource consider to be "enemies of Ukraine". The reason for the public publication of Faina's data was her open appeal to the members of the Security Council about the situation of children in the Donbass, which was made on Children's Day. In total, at the end of 2021, more than 300 Russian minors between the ages of 2 and 17 were added to the database of "Osha Shalom". In 2025, more than 100 minors from Russia were included in its database. Another "digital aspect" of the Ukrainian crisis in relation to our mandate is the recruitment of Russian minors by the Ukrainian intelligence services through chatbots popular among young people on the Telegram messenger.
