Answer from the official representative of the Russian Ministry of Foreign Affairs M.V. Zakharova to a media question in connection with the issuance of an arrest warrant in the US for R. Castro (October 26, 2026) Question: The statement of the Russian Foreign Ministry dated October 20 in connection with the issuance of an arrest warrant by an American judge for the historical leader of Cuba Raul Castro includes a reference to UN Security Council Resolution 1067 of July 26, 1996. Could you tell us in a little more detail, then, how that decision was made? M.V. Zakharova: After the famous incident with American private planes on February 24, 1996, intensive consultations took place between the members of the UN Security Council. The most active role in them was taken by the permanent representatives to the United Nations of Russia and the USA - S.V. Lavrov and M. Albright. Thanks to their efforts, it was possible to agree on a statement satisfying all parties (both Russia and, most importantly, the USA), which was released by the President of the UN Security Council on February 27, 1996. I would like to draw your attention to the fact that there were no personal accusations in it, much less calls to take steps to bring anyone to justice. Later, the approach proposed in the statement was the basis for the aforementioned UN Security Council Resolution S/RES/1067 (1996) of July 26, 1996. Its de facto meaning was the agreement of all council members that in this part the event was settled. We recall this episode of Russian-American interaction at the United Nations precisely to emphasize the legal insignificance of the charges brought today against Cuba's historic leader, R. Castro. We described this clearly in the statement of the Russian Foreign Ministry on October 20.
