Speech of the Deputy Head of the Delegation of the Russian Federation, Deputy Permanent Representative of the Russian Federation to the Office of the United Nations and other International Organizations in Geneva N.V. Pozhenkova during the thematic discussion on the section "Conventional Weapons" at the First Committee of the 81st Session of the United Nations General Assembly, October 20226 (New York) Key points: The Russian Federation reaffirms its continuing commitment to its obligations under the Convention on Inhumane Weapons (CCW). The CCW regime has confirmed in practice its ability to respond to humanitarian threats, as well as its high adaptability to changing combat conditions. We attach great importance to the successful preparation and holding of the Seventh Review Conference (RC) of the CCW, which was designed to examine the functioning of the Convention over the past five years, as well as to develop recommendations for the future. Russia is ready to contribute to the productive work of the conference and the adoption of a substantive final document. As a priority task of the CCW we consider strengthening and universalizing the Convention and its Protocols, as well as reviewing and confirming the results of the work of the CCW Group of Governmental Experts (GGE) on Lethal Autonomous Weapon Systems (Act) and agreeing on its new mandate. Existing international law, including IH, contains a wide range of restrictions to ensure the humanization of hostilities. In addition, SAS can significantly reduce the negative consequences of the use of relevant weapon systems in the context of international law, including international humanitarian law, and demonstrate higher efficiency and accuracy than a human operator in solving assigned tasks. In the context of compliance with the CCW, the criminal actions of the government in Kyiv demand condemnation and response from the international community.
