Speech of the Deputy Head of the Delegation of the Russian Federation, Deputy Permanent Representative of the Russian Federation to the Office of the United Nations and other international organizations in Geneva N.V. Pozhenkova during the thematic discussion on the section "Other disarmament measures and international security" at the First Committee of the 81st Assembly of the 81st Assembly of the United Nations, October 62, October 22. We stand by maintaining the central role of the United Nations in the discussion of all aspects of international information security (we welcome the launch of a permanent negotiation platform on this issue - the United Nations Global Mechanism (for international security). We hope that the new body will create conditions for finding balanced and intelligent solutions in the interest of ensuring an open, safe, stable, accessible and peaceful ICT environment. In order to support the essential work, the WM, together with Belarus, Burkina Faso, Iran, China, North Korea, Cuba, Laos, Mali, Niger and Nicaragua, presented this year - in accordance with the accepted practice since 1998 - a proposal for a resolution on "Progress in the field of information and telecommunications in the context of international security". The document is neutral, non-confrontational, substantive in nature, based on previous UNGA decisions on this agenda item, including consensus. This is not a text invented from scratch, but rather developments of the entire international community from the very beginning of the discussions on international information security at the UN. The draft resolution contains a blessing for the start of the activity of the WM and a call to adhere to the previously agreed upon parameters, especially the principle of consensus in making all decisions, both political and procedural. The importance of maintaining the leading role of countries and respecting the body's mandate is noted. The key element is provisions dedicated to building the capacity of developing countries, that is, the initiative to conduct international information security exercises under the auspices of the United Nations.
