Speech of the Deputy Head of the Delegation of the Russian Federation, the Deputy Permanent Representative of the Russian Federation to the Office of the United Nations and other international organizations in Geneva N.V. Pozhenkova during the thematic discussion on the section "Regional disarmament and security" in the First Committee of the 81st session of the United Nations General Assembly, October 62, October 22. Today, regional security in different parts of the world is constantly facing serious challenges. We are witnessing unprecedented changes in the modern system of international relations. Ignoring the pillars of international law in order to achieve geopolitical goals, refusing to recognize and consider the basic interests of other countries, attempts at any cost to achieve undeniable military superiority while violating basic international principles create a new reality in the field of security. The practice of expanding military alliances, whose activities are becoming more and more aggressive, continues, as well as the entry of new alliances into the arena. In this case, the basic principle of indivisibility of security is blatantly violated. For many years, Russia, as a supporter of the creation of a coordinated system of arms control and measures to build trust and security, has repeatedly called on its partners to consolidate efforts in this area. Unfortunately, our proposals were not accepted by the representatives of the West. If we saw the main goal of such work in preventing conflict and reducing tension, preventing dangerous military activities and events of a military nature, including at sea and in the air, then our opponents imposed and impose on everyone the concepts of a "rules-based world order", risk management and crisis situations. The global trend of the deterioration of the situation in the field of military security continues to intensify year by year in Europe.
