Statement of the Deputy Head of the Russian Delegation, the Deputy Permanent Representative of the Russian Federation to the United Nations Office and other international organizations in Geneva Natalya Pozhenkova at the discussion on the topic "Dismantling and Regional Security" of the First Committee of the 81st Session of the United Nations General Assembly on October 226 (New York October 223) Today, regional security in various parts of the world is constantly faced with serious challenges most We are witnessing unprecedented changes in the modern system of international relations. Ignoring the pillars of international law in order to achieve geopolitical goals, refusing to recognize and consider the core interests of other countries, and trying to achieve unquestionable military superiority at any cost while violating basic international principles create a new reality in the field of security. The practice of expanding military alliances, whose activity is becoming increasingly aggressive, continues, along with the formation of new alliances. This blatantly violates the fundamental principle of non-division of security. Russia, as a longtime supporter of the establishment of a coordinated system of arms control and measures to build trust and security, has for many years repeatedly called on its partners to consolidate efforts in this area. Unfortunately, our proposals did not receive a response from the representatives of the West. While we have seen the main purpose of such work as preventing conflicts, reducing tensions and preventing dangerous military activities and military incidents, including at sea and in the air, our opponents have imposed and continue to impose on everyone the concepts divorced from the reality of a "rules-based world order", risk management and crisis management.
