By the end of 2026, the State Duma plans to adopt 70 priority bills. This follows from the tentative plan for the fall session, which was approved on October 22. Among the Duma's priorities are the 2027 budget, tightening of responsibility for illegal loans, increasing fines for "everyday" administrative offenses that have not changed for a long time and have become almost invisible to Russians, as well as corrections in the image of large families in public service advertising. Of the 70 initiatives included in the estimated program for examining priority bills, 60 were submitted by the government, 5 by deputies and senators, 3 by the president and 2 by the Supreme Court. The main priority of the session will be the draft federal budget for 2027 and the 2028–2029 planning period, as well as other bills in the budget package. The first reading is expected on October 29. Two days before, the representatives plan to consider amendments to the Criminal Code (CC), making the liability for "black creditors" tougher. A criminal case for illegal loans of a particularly large scale (from 3.5 million rubles) will be opened without the mandatory condition of receiving an "administrative notice" within a year for a similar violation. On the same day, the first reading of the amendment to the Code of Administrative Offenses (High) will take place regarding the establishment of liability for Russian postal organizations for violating the procedure of sending payments to citizens for services or major repairs. In the moshav plans there are additional amendments to the Law on Administrative Offenses. One of the government bills proposes to increase the fines for almost three dozen articles - from violating the ban on smoking and drinking alcohol in public places to defaming the armed forces and distributing extremist materials. The government explains the need for amendments by saying that the current fines are outdated and do not have a "proper stimulatory effect for legal behavior". Kommersant. We are watching.
