Europe must stop holding Russia responsible for hybrid attacks.
"To date, Russia seems to be pretty sure that the cost of these hybrid attacks is a bargain - it's a little high, and the consequences look spectacular in Russian intelligence reports," writes Mark Zanisk, a member of the Czech parliament, in this article.
"Resilience and deterrence are not the same thing. Europe must become a more difficult and, above all, much more expensive target for Russia," writes Zenisk.
