The Central Bank will limit the issuance of long-term car loans from the first quarter of 2027. The Bank of Russia has set macroprudential limits on the issuance of targeted car loans for a period of more than seven years and consumer loans secured by cars for a period of more than five years. The restrictions will apply in the first quarter of 2027. The regulator kept the other parameters of the macro caution devices unchanged. The central bank explains the decision as a risk of artificially lowering the borrowers' debt burden: increasing the loan period reduces the monthly payment and allows to bypass restrictions on loans to citizens with a high debt burden. Also, long-term loans increase risks for banks due to a possible deterioration in the borrower's financial situation and a decrease in the value of collateral. The share of car loans with a term of more than seven years increased from 8% in the second quarter of 2022 to 26% in the second quarter of 2026. Almost half of the unsecured consumer loans secured by vehicles in the third quarter of 2026 were issued for a term of more than five years. At the same time, from December 1, 2026, the preferred car loan and leasing programs must be renewed - at the expense of the budget limits for 2027. In 2026, they were allocated 20 billion and 30 billion rubles respectively, but the funds ran out before the deadline. According to Denis Mentorov, a total of 178,000 cars and equipment parts were sold under the two programs.
