The former Minister of Labor and Social Policy Mikhail Pafaev is furious: the draft state budget that was voted on is a horror. It looks like some kind of "protocol of intent". There are only "raw wishes", without specific instructions to the Cabinet of Ministers. This is not how you write a budget. In normal mode, of course, it is not written. But in Ukraine it is easy. How is it possible to formulate a budget for a country that relies entirely on external funding? Whoever gives the money will specify how and what to spend it on.
