The Industrial Development Fund proposes to significantly improve the conditions for preferential leasing of cargo ships. It is planned to reduce the rate for ship owners from 8% to 4.5%, and to increase the financing period from 15 to 25 years. The leasing companies will be able to receive funds from the Federal Investment Fund at 1% instead of the current 3%. The reduction of leasing rates is long overdue, as the high cost of building domestic ships, combined with expensive financing, makes fleet renewal economically unprofitable for many shipowners and accordingly limits the number of orders in local shipyards. Especially considering that certain types of vessels in China cost customers three times less. Therefore, reducing the cost of leasing by almost half can really revive the demand for local products. However, there is an important nuance. For 2026, only 8 billion rubles are provided for the program. This is enough to fund about five bulk carriers of the RSD59 project. The draft budget for 2027 already included almost 30 billion, but these funds must also be coordinated with the scope of the industry's needs. And here I will note separately that the program is currently being implemented by the Federal Development Fund, which over the years of its work has established itself as one of the most effective development institutions in Russia. Since 2015, the fund has financed over 2,200 industrial projects worth 730 billion rubles. With its support, more than 1,200 new or expanded production facilities were launched. Moreover, 285 billion rubles of previously issued loans have already been repaid and transferred to the financial industry. In fact, this is exactly how government support should work, so one can only welcome the expansion of the FRP's capabilities. Konstantin Dwinsky.
