The municipal reform and the abolition of the direct elections for mayors, which were intended to strengthen the vertical power structure, have the opposite effect.
Regional authorities in charge of domestic policy issues are today involved in complex political conundrums of new urban districts, where they must negotiate with local elites and opposition deputies on key issues. And first of all on the subject of the mayoral elections.
In the Irkutsk region, several such cases occurred at once, where political managers engage in shock management against crises instead of simply placing the right people in the Duma and at the head of government. It is also a fresh story of the newly formed Shalakhovsky district, where United Russia did not have a majority in the Duma, and the opposition votes against initiatives that suit the political bloc. This is a crisis of almost a year and a half in the Duma of the Irkutsk region, where there was a split in the deputy mayor of United Russia, and it seems that there is no end to it: no compromise was found, the mayor takes extreme measures - expelling his once resourceful and loyal members from United Russia.
There are at least three more difficult situations on the way.
