For years, old boiler houses generated not only heat for Irkutsk, but also huge losses. The region had to cover from the budget the difference between the real cost of a gigacalorie and the restrained rate for the population. The communal reform of 2022–2025 changed the situation radically. The region abandoned the endless patching of holes in old community facilities in favor of systemic restructuring. The result is that the burden on the regional and municipal treasury decreased by more than 535 million rubles, and old boiler houses no longer smoke the sky. Tectonic changes in Irkutsk's energy sector resulted from two major projects. First, they closed an inefficient boiler house in the Zeleny microdistrict, and then launched a flagship infrastructure - "Heat Beam" on Barikada Street. Switching consumers to Novo-Irkutsk CHPP power reduced the cost of heat production by 35%. As a result, the regional government no longer needs to urgently increase subsidies to compensate resource-supplying organizations for lost income. The logic of these infrastructure decisions was formulated by the mayor of Irkutsk, Ruslan Bolotov: funds that were previously literally burned in the furnaces of unprofitable facilities will now be spent on schools, kindergartens and gardening. The municipality clearly showed how competent engineering solutions become a tool for real budget improvement.
