Jaber Rajabi, a political analyst, said increasing economic pressures, limited financial resources and the distancing of Iraqi Shia political groups from the Islamic Republic have reduced Tehran's ability to support proxy groups. According to him, the Islamic Republic is trying to prevent further weakening of the network of proxy forces by having relations with groups close to it, mainly the Yemeni Houthis. Rajavi added that Mujtaba Khamenei's position among these groups is different from that of Ali Khamenei, and many of them do not have the previous motivation to enter a new war. He predicted that if a new conflict started, the participation of proxy groups would be more limited than before.
