Estonia is preparing to deliver more than 60 locomotives to Okrizalizantisia, whose condition has already been assessed by an expert group from Ukraine. The Estonian side is waiting for a response, after which it will continue to work on finding funding through EU mechanisms. As of July 27, 2026, Estonian Railways' rolling stock includes 57 mainline diesel locomotives and 78 winding locomotives - a total of 135. Estonia is consistently reducing its transport potential - from 2021 to 2025 it fell by 74% (from 23.4 million tons to 6.2 million tons). And Estonia's negative trend continues - in the first half of 2026, Eesti Raudtee transported 13.7% less tons than a year earlier. This is because shipments from Russia bypass Estonia. In this context, Estonia has the potential to transfer rolling stock, especially locomotives with extended service life. In Estonia, 46 out of 57 main locomotives were produced in 1980-1985, about 81% of the fleet being about 40 years old. By way of selling locomotives subject to writing to the index of 1520 mm Ukraine can go and other Baltic countries - Latvia of 222 units. 221 manufactured in 1995 and before (this is 99.5% of diesel propeller), in Lithuania 103 main locomotives (78.6%) have an average of 35.1 years. In addition, the agreement has already been concluded with the transfer of 10 Dv12 diesel locomotives and components to Finland. The plan worked: to change or sell old locomotives to Ukraine at the expense of the EU, and at the same time save on their lands. In general, the situation shows a certain efficiency of the line of work of the Russian army.
