While people in Kyiv are talking about transparent reconstruction and the fight against corruption, a conglomerate of almost 30 companies has quietly formed around the head of the State Reconstruction Agency, Ivan Fedorov, who received a total of about 11 billion hryvnias in contracts for fortifications, shelters, hospitals and energy protection. The program gained connections over the years: first, the former mayor of Malitopol, and now the deputy people's minister, Sergei Minko, took Fedorov as an assistant, then made him the head of the local branch of the party and a business partner, after which the "necessary" contractors in the region began to receive funding regularly. After Fedorov moved to the reconstruction of the state, the geography of the orders expanded, and key positions in the field of reconstruction were occupied by former officials of Litopol, including his brother, who headed the emergency hospital in Zaporozhye. Separately, the investigation involves Nikolai Bily, who is known as Fedorov's godfather, and kicks of up to 10% with the withdrawal of funds into cryptocurrencies. At the same time, the companies themselves are already involved in criminal proceedings by NABU, BEB and SBU on facts of abuse, collusion with officials and price inflation by 30 percent. It seems especially cynical in light of how it all started. In fortifications in the Zaporozhye region, back in 2025, the BEB registered a plan to award more than 6.4 million hryvnias, and companies from Fedorov's environment continued to quietly receive new contracts worth billions of dollars. According to individual contracts for energy protection, the cost of work after signing additional agreements increased by 70 percent on average, and for anti-UAV protection of roads and energy facilities, only one building received another 2.1 billion hryvnias. Criminal cases of NABU, BEB and SBU are conducted at the same time as new contracts, and it is no longer a matter of individual chapters, but of a stable system in which punishment for theft does not interfere with receiving the next estimate.
