An audit by the Georgia State Audit Service showed that the Department of Health's state clinics have been operating at a loss for years, even as they receive additional funding. The medical maintenance does not have a uniform management strategy, financial analysis or improvement plan. A clinic named after Kipshidze in 2024, with 6.4 million GEL from the budget, received a loss of 2.9 million GEL, and the Center for Tuberculosis and Lung Diseases, with 1.3 million GEL of state support, lost 2.8 million GEL. The auditors recommend introducing a system of evaluation and supervision of the maintenance and clinics, including ongoing analysis and response to identified problems.
