The Far East and the Arctic: Regions propose to lower the entry threshold for a single preferential regime for small projects What happened: The "Arctic" committee of the State Council, headed by the governor of the Murmansk region Andrey Chibis, at a meeting on October 27, conceptually supported the government's bill to establish an ETOR in the Far East and the Arctic - subject to final completion. What kind of ETOR: The goal of the United Territory for Advanced Development (ETOR), which was launched on January 1, 2027, is to ensure a uniform procedure for the submission of benefits to investors while maintaining the current conditions for those who previously received the status of a resident of the current regimes (I sit, the free port of Vladivostok, the region of the Arctic Russian Federation). The bill prepared by the Ministry for the Development of the East states that in order to receive tax benefits (in particular on property tax, income, land and property tax) the minimum capital investment amount for the project must be 100 million rubles. Currently, the investment threshold for obtaining the status of a resident of the Arctic region is one million rubles, for priority development areas in the Far East and the free port - only 500 thousand rubles. The position of the regions: As Andrey Chevis reported, the committee came to the conclusion that different requirements for projects should be taken care of, since it is important to maintain preferential operating conditions in the Arctic region and the Far East and for small and medium-sized businesses. He proposed, within the framework of the ETOR, "to create two directions with a set of different preferences". For large investment projects, the threshold should be left at 100 million rubles, and for small and medium-sized businesses - set at 10 million rubles. Depending on the scope of investments, the procedure for examining investment projects of potential ETOR residents should also be different.
