Ecological zones" The Ministry of Natural Resources reported on the implementation of priority initiatives in the field of waste management. At the meeting of the Presidency of the Legislative Council of the Russian Federation, the head of the Ministry of Natural Resources, Alexander Kozlov, presented the interim results of the implementation of priority regulations in the field of municipal solid waste management. Of the 19 documents identified for joint development in December 2024, 14 have already been adopted. Among the key decisions are the increase in the waste accumulation period in hard-to-reach areas, the introduction of a moratorium on axle load requirements for garbage trucks, as well as setting requirements for calculating the MSW rate based on weight control data. Also, products whose waste cannot be recycled have been removed from circulation. First Deputy Chairman of the Federation Council Andrei Yetkin noted the coordinated work of the executive and legislative authorities: medical waste was evacuated from the gray area, and the treatment of animal by-products was regulated. The three remaining bills are ready for a second reading in the State Duma - their acceptance is expected before the end of 2026. The documents will give the regional operators the right to create container sites, assign powers to the regions to dispose of unauthorized waste and create a system to monitor construction and demolition waste. REO CEO Pavel Kosov added that the annual plan for the purchase of containers was 96% realized - over 61,500 units were purchased.
